In the late 1990s, while working in the Moscow office of one of the Big Four consulting firms, Joe Goldberg began to notice a recurring blind spot among global investors. Financial models and macro reports were abundant, but when it came to understanding how countries actually functioned - the power structures, politics, and personalities - information became scarce. The decisions that shaped business outcomes were often made in quiet rooms and within complex local networks.

That realization sparked the beginning of a new idea: to bridge the gap between traditional analysis and real, on-the-ground intelligence and insight.

A few years later, Joe met Alexander “Sasha” Zaslavsky, a political analyst with deep regional expertise and an instinct for connecting policy dynamics to corporate realities. What started as a collaboration between two kindred thinkers soon became a partnership built on a shared vision to help global investors, operators, and executives make better decisions by understanding not just the numbers, but the people and politics behind them.

In 2003, they launched Horizon Engage with a simple but powerful premise: to give clients a clear view into the forces that truly drive risk and opportunity around the world. Today Horizon Engage covers over 70 countries, supported by a network of 100+ in-country experts.
